You have not answered in what is so complicated. Fontawesome module has proven to solve the issue properly. It works in seven and bootstrap at the same time. It is not broken like the bootstrap theme that does not show the icons in seven. Codewise this is the proper way how to integrate the icons with icon module into drupal. Glyphicons Need to be added to libraries folder and loaded from there like every other external library, too. If you have arguments why this is wrong, write them down, but 'no' is no propper answer.

Drupal core will manage the combining of the css files. • If Glyphicons are not removed from bootstrap 3 core, just ignore an additional Glyphicons file as css classes are overriding each other. You're referring to a completely separate issue/problem. This issue is, mostly, about how to supplement so that it returns a custom list of available icons (e.g. PRO Glyphicons, instead of the bundled ones).
